Prior to the Business Meeting, there will be a Special Presentation:

“The Okanagan Rail Trail is exceeding expectations”

Two of the trail’s creators, Thomas Simkins, PEng, and Dev Fraser, will tell how it was done.&The Okanagan trail was created by lifting the rails from an old railway, just like the E&N, from Victoria to Courtney and Port Alberni and, also like the E&N, had not been used for rail for ten years.  The community got behind the idea and made it a huge success.  It is now carrying more locals and tourists than was projected and is having substantial positive impacts on business.

The AGM Business Meeting will follow the presentation and will include voting on the Special Resolution (below) and for 2020 Society Officers.

Existing members and those joining at the AGM prior to voting may vote.


Special Resolution
for Consideration by Members
FORT-VIs Annual General Meeting
March 15, 2020

Background:  To become incorporated, FORT-VI used the Provincial model bylaws which do not specify a  membership fee.  The board members established a fee of $5.00 at their first meeting but did not specify a membership term at that time. The resolution is required to confirm the membership fee and define the term and to define the term in our bylaws.

Be it resolved that the Friends of Rails to Trails – Vancouver Island Bylaws be amended as follows:

Delete 2.3 and substitute the following clause:

2.3. The annual membership dues shall be $5.00 or as determined by the board.

Remove “if any” referring to dues from clause 2.4 and renumber it 2.7.

Insert the following clauses:

2.4. Membership dues are payable upon application for membership.  Applications will be reviewed by the board.  Dues for unaccepted applications will be promptly refunded.

2.5. Dues for renewal of membership are payable not later than March 31, each year.

2.6. Clause 2.5 notwithstanding, dues paid after September 30th of any year for new memberships shall remain valid due until March 31st of the second, following year.  For example, a member joining after September 30, 2019, will remain in good standing until March 31, 2021.

Change clauses presently numbered 2.5 and 2.6 to 2.8 and 2.9 respectively.

Call for Nominations to the Board of FORT-VI

Bylaws of the Society specify a minimum of 3 to a maximum of 11 directors and that the Board to be elected or appointed at each AGM. The bylaws define the roles of president, vice-president, secretary and treasurer. Other than president, members of the Board may serve in more than one capacity.

Presently, the Board is composed of 7 members, serving in the capacity of president, vice-president, secretary/treasurer, and 4 members at large.

Board function are not onerous. Meetings are not regularly scheduled but called as needed. Most work is conducted via email.

Other than membership, there are no pre-qualifications. The Society will benefit particularly from members having keen interest and experience in hiking/cycling trails and rail/trail in particular, cycling/active transportation tourism and community organization. We would also like to separate the secretary/treasurer position. Presently, the Society would benefit from more mid-Island representation (Lantzville to Bowser).

Members may put their own names forward or those of others, either by email in advance or at the meeting, March 15.  Names may be put forward for specified positions or at large. Nominated members must agree to stand for election prior to voting. Speeches are not required on nomination, but would be welcome.
